Negotiators closing in on student loan deal

(AP) ? Congressional bargainers appeared to be closing in on a compromise that would head off a July 1 doubling of interest rates on federal loans to 7.4 million college students and end an election-year battle between President Barack Obama and Congress.

Senate aides from both parties said Friday the two sides were moving toward a deal on how to pay the measure's $6 billion price tag, the chief source of partisan conflict.

The goal is to push legislation through Congress next week so the current 3.4 percent interest rate on subsidized Stafford loans can be preserved for another year. A 2007 law gradually reduced interest rates on the loans but required them to balloon back to 6.8 percent this July 1 in a cost-saving maneuver.

On another front, the two sides were also close to an agreement to overhaul federal transportation programs, according to House and Senate aides from both parties. Negotiations were expected to continue through the weekend, with votes expected next week on either a major transportation bill or an extension of current programs, said the aides, who spoke on condition of anonymity to discuss details of the talks.

Obama said Saturday in his weekly radio and Internet address there was "no excuse for inaction."

"Right now, we are seven days away from thousands of American workers having to walk off the job because Congress hasn't passed a transportation bill. We are eight days away from nearly seven and a half million students seeing their loan rates double because Congress hasn't acted to stop it," Obama said. "This makes no sense."

For weeks, Obama has ridiculed Republicans for not moving quickly to prevent student loan interest rates from doubling, a stance that Democrats have hoped will boost his support among young voters who broadly backed him in the 2008 election. With college costs and student debt growing steadily, the issue ties directly into concerns about the economy and jobs that polls show dominate voters' worries.

Though some rank-and-file GOP lawmakers have opposed letting the government set the rates, Republican presidential challenger Mitt Romney and GOP congressional leaders have backed the one-year extension. The remaining dispute has been over how to pay for it.

Republicans have accused Obama of creating a phony issue and drawing out the battle in an attempt to reap political points. In late May, they proposed several options to pay for the measure, all of which were culled from budget savings Obama himself had proposed in the past, but they said the White House was ignoring them.

"Even though the White House refuses to respond to our bipartisan approach, Senate Democrats are finally working with us, and a solution is within reach ? despite the president's failure to act," said Don Stewart, spokesman for Senate Minority Leader Mitch McConnell, R-Ky.

The talks have involved aides to McConnell and Senate Majority Leader Harry Reid, D-Nev. Democrats said the White House has been kept abreast of the talks, while Republicans said House Speaker John Boehner, R-Ohio, has been kept informed but hasn't participated in the negotiations.

According to Democratic aides, negotiators are approaching a deal to cover the bill's costs by charging companies more to insure pensions and changing rules so companies take fewer tax deductions for their pension contributions. Reid proposed both of those ideas this month.

They said additional money would come from a list of options McConnell has offered, probably one to limit federal subsidies of undergraduates' loans to six years. The government does not begin charging interest on Stafford loans until after students graduate, which can take longer than six years.

"While we're not there, we're well down the road. I think we can get something done," Reid told reporters Thursday. He said McConnell and Boehner "are compromising just as we are and hope we can get something done."

If allowed to double, the higher 6.8 percent rate would apply only to new subsidized Stafford loans for undergraduates approved starting on July 1 and would not affect existing loans.

According to the Education Department, 7.4 million students are expected to get new Stafford loans in the year beginning July 1, with each borrowing an average $4,226. A doubling of interest rates would add about $1,000 to the costs of the average loan, which students typically pay off over 10 or more years.

The Federal Reserve Bank of New York said last month that student loan debt grew this year to $904 billion, even as other types of consumer debt were falling.

Common blood pressure drug linked to severe GI problems

Mayo Clinic researchers have discovered an association between a commonly prescribed blood pressure drug, Olmesartan, and severe gastrointestinal issues such as nausea, vomiting, diarrhea, weight loss and electrolyte abnormalities -- symptoms common among those who have celiac disease. The findings are published online today in the medical journal Mayo Clinic Proceedings.

From 2008-11, Mayo Clinic physicians treated 22 patients with symptoms similar to celiac disease, including intestinal inflammation and abnormalities. Patients came from 17 states, and some had been diagnosed with celiac disease. They had chronic diarrhea and weight loss; the median weight loss was 39 pounds, and one patient lost 125 pounds. Fourteen of the 22 were hospitalized because of the severity of their symptoms. When given a blood test, however, these patients didn't come back with results typical of celiac disease. They also didn't respond to treatments such as gluten-free diets.

After examining their medications, Mayo Clinic gastroenterologist Joseph Murray, M.D., pulled several of the patients off Olmesartan. Their symptoms dramatically improved. Eventually, all 22 were taken off the drug, and all showed improvement. Eighteen of the 22 patients had intestinal biopsies after stopping the medication and showed improvement.

"We thought these cases were celiac disease initially because their biopsies showed features very like celiac disease, such as inflammation," says Dr. Murray, the lead author. "What made them different was they didn't have the antibodies in their blood that are typical for celiac disease."

Olmesartan -- prescribed for the treatment of hypertension, or high blood pressure -- works by blocking substances that tighten blood vessels, allowing blood to flow more smoothly and the heart to pump more efficiently, according to the U.S. National Library on Medicine.

"It's really an awareness issue. We want doctors to be aware of this issue, so if they see a patient who is having this type of syndrome -- they think about medications as a possible association," Dr. Murray says. "We've reported an association. What needs to be known next is the science to understand why there is such an association."

Pakistan's ruling party names new premier nominee

(AP) ? Pakistan's ruling party named a loyalist tainted both by corruption allegations and failure to end the country's energy crisis as its candidate for prime minister, setting up what is likely to be a short and turbulent premiership.

The announcement of Raja Pervaiz Ashraf as premier-designate came during a high-stakes struggle for power among the Supreme Court, the government and the military. The turmoil is destabilizing the nuclear-armed country, which is considered crucial to the U.S.-led war in Afghanistan.

The crisis was triggered earlier this week when the court disqualified former Prime Minister Yousuf Raza Gilani for refusing to initiate a corruption investigation against the president. Judges are likely to make the same demand of Ashraf, and many are predicting he will quickly meet the same fate as Gilani.

Ashraf, who was the minister for information technology in the recently ousted government, was originally put forward as a backup candidate but got the nod after the first choice was hit with an arrest warrant following his nomination on Thursday. The warrant was issued by an anti-narcotics force linked to the military.

The parliament is scheduled to vote on Ashraf's candidacy Friday evening. The ruling coalition has a majority, so Ashraf is likely to be approved. The Pakistan People's Party is the largest party in the coalition.

Gilani's disqualification on Tuesday was the climax of more than two years of legal maneuvering against the premier by the court.

A senior PPP member, Khursheed Shah, said at a news conference Friday that the party decided on Ashraf after consultations with its coalition partners. "Raja Pervaiz Ashraf is our final nominee," he said.

During the news conference, the PPP announced new elections.

Opposition members had been calling for elections to be held immediately, but the ruling party, fearing it would not do well, was reluctant to call the vote. Shah did not give a date for the elections, but the earliest they could likely be held is late in the fall.

"This year will be the year of new elections, and we are going for the elections," he said. Elections were originally going to be held early next year.

The corruption case against President Asif Ali Zardari was initially heard by Swiss legal authorities and dates back to allegations that Zardari laundered state money there in the 1990s.

There's little chance that the Swiss would reopen the case after all these years, calling into question the reasons behind the Pakistan court's insistence on the issue. Critics say the court is taking on too overt a political, threatening the democratic process in a country where elected governments have been toppled by army coups often sanctioned by the court.

The court's supporters say activist judges are needed to keep a check on rampant corruption and misuse of power by the government. They point out the court has also been carrying out investigations into human rights abuses by the military.

Ashraf was head of the water and power ministry for three years, an unpopular position in a country where daily blackouts in the summer can be as long as 22 hours.

He has been accused of corruption relating to power projects. Ashraf oversaw the import of short-term power stations, or "rental power" projects that cost the government millions of dollars but produced little energy. The policy earned him the nickname "Raja Rental" in the Pakistani media. He denies any wrongdoing.

He was also ridiculed by the Pakistani public for often claiming that the power crisis would be over soon, only to have conditions get worse and worse.

The PPP likely sees Ashraf as a sacrificial lamb, said some analysts.

"He is a cynical choice by the PPP. Whoever takes over as prime minister will be in for a very short time," said Raza Rumi, director of the Islamabad-based Jinnah Institute. "Obviously the PPP will not choose its best for this stint. They will choose people who can be dispensed with."

When Shah was asked about the corruption allegations against the new candidate, he said allegations are leveled against many people, but no charges have ever been proven against Ashraf.

The political jockeying for power likely means Pakistan's more weighty problems will fall off the agenda until a new government is established. The country's economy is in shambles. The military is fighting a violent insurgency in the tribal areas near the border with Afghanistan. In many parts of the country, residents receive only a few hours of electricity a day, setting off riots earlier this week.

Pakistan and U.S. relations are also at an all-time low. The U.S. accuses Pakistan of not going after insurgent groups operating in its tribal areas while Pakistan says the U.S. doesn't give it credit for the losses it has suffered fighting al-Qaida and other militants.

Pakistan closed U.S. and NATO supply routes going through Pakistan into Afghanistan after American forces accidentally killed 24 Pakistani troops on the border. Pakistan refuses to open the routes without an American apology.

Immigration suddenly roiling presidential contest

(AP) ? No longer a backburner issue, immigration is roiling the presidential contest as President Barack Obama and Republican Mitt Romney seek to court the nation's swelling Hispanic population. The outcome could influence political battle lines and shape American politics for generations.

By week's end, both candidates will address the same Latino political convention in Florida, showcasing contrasting political ideologies at a pivotal time. The Supreme Court is about to render judgment on a get-tough Arizona law, and just last week the Democratic president announced plans to ease deportation rules for some children of illegal immigrants.

With Election Day less than five months away, Hispanic voters are energized and paying close attention, said Arturo Vargas, executive director of the National Association of Latino Elected and Appointed Officials, which hosts this week's convention.

"There's a lot at stake. We're talking about a significant share of the American electorate that could well decide this election," Vargas said. "It's only now that both candidates are turning their attention to the Latino vote."

Indeed, both sides are crafting aggressive strategies to appeal to a demographic that is by no means monolithic but has supported Democrats in recent elections. Some Republicans fear ? and Democrats hope ? that Obama could capitalize on this moment to help solidify Hispanic voters as predominantly Democratic this fall and for years to come, much as President Lyndon Johnson hardened the black vote for Democrats as he pushed the Civil Rights Act of 1964.

The stakes are high not only for states with larger Hispanic populations such as Florida, Nevada and Colorado, but for a growing number of other battlegrounds ? Ohio, North Carolina and Virginia, among them ? where even a modest shift among Latino voters could be significant. The United States' Latino population surged from about 35 million in 2000 to 50 million in 2010, according to the Census Bureau.

As the presidential candidates head to the Florida convention, Obama is riding a wave of Latino enthusiasm over his decision to allow hundreds of thousands of illegal immigrants to stay in the country and work. Under the administration plan, illegal immigrants can avoid deportation if they can prove they were brought to the United States before they turned 16 and are younger than 30, have been in the country for at least five continuous years, have no criminal history, graduated from a U.S. high school or earned a GED or served in the military.

The new policy could help anywhere from 800,000 young immigrants ? the administration's estimate ? to the Pew Hispanic Center's estimate of 1.4 million.

The move was politically timely, in the heat of the campaign and with Obama needing to energize a key part of his base of supporters ? many of whom had grown disenchanted over the past three years. While the direct beneficiaries of the directive can't vote for Obama, his action has widespread support among American Latinos.

In fact, Obama has long enjoyed support among Hispanics ? he won 67 percent of the Latino vote in 2008.

But he risked losing their enthusiasm, partly because Hispanics have been among the hardest hit by the economic slowdown. Obama also lost some support because he hasn't fulfilled promises of a comprehensive overhaul of the immigration system and because his administration has been aggressively deporting illegal immigrants. A December poll by the Pew Hispanic Center showed that 59 percent of Latinos disapproved of the president's handling of deportations.

Obama senior adviser David Axelrod predicts that the president could exceed his 2008 performance with Hispanics this year, noting that his opponent then was Sen. John McCain, who had initially pushed for an overhaul of the immigration system.

Axelrod contends that Romney is "hopelessly twisted up on this issue."

Obama had troubles of his own before the administration announced the recent initiative. Supporters of many illegal immigrants ? students as well as workers ? had been mounting protests at Obama campaign headquarters this month in places such as Denver and Los Angeles.

The Romney campaign has struggled to offer a consistent response to the president's move. Romney has assailed Obama's "broken promises" on immigration in recent days but has focused on the new policy's temporary status as his prime criticism.

"These people deserve to understand what their status will be long term, not just four and a half months," Romney said on Fox News Radio this week. "And that's why I think it's important for me and for Congress to come together to put together a plan that secures the border, that insists that we have an employment verification system and that deals with the children of those who have come here illegally on a long-term basis, not a stopgap measure."

As is typical, Romney intends to focus on the economy when he faces the Latino convention on Thursday. The former Massachusetts governor argues that his economic credentials would benefit all people who have struggled under Obama's leadership in recent years ? women, younger voters and Hispanics among them.

Still, Romney's own immigration policy is unclear as he works to distance himself from harsh conservative rhetoric that was common during the extended GOP primary season earlier in the year.

Facing a Rhode Island audience in April, for example, Romney drew large cheers when he said, "We want people to come here legally. And we like it when they come here speaking English."

He did not support the Obama administration's lawsuit challenging Arizona's hardline immigration law. And he said that he would veto the DREAM Act that would have given legal status to some children of illegal immigrants. Romney has refused so far to say whether he would reverse Obama's new policy that does much the same thing, albeit on a temporary basis.

Even before he announced the new rules, Obama was looking to build his support among Latinos, vastly outspending Romney on Spanish-language television and radio. But Romney has released targeted TV and radio ads in Spanish, including some that feature one of Romney's sons who is a fluent Spanish speaker.

Simon Rosenberg, who follows immigration matters as head of the liberal-leaning group NDN, said the president's move on immigration not only helps him energize Latino voters, it also helps cast him as a president willing to take bold steps.

For a Latino community that worried that neither party was doing enough, "they now have a champion," he said. But, he added, "There will be a resonance beyond the Latino community."

Besides the new immigration initiative, the Obama camp has been using the new health care law to appeal to Hispanic voters, a rare use of the signature Obama measure in the campaign.

An ad campaign this week in Nevada, Colorado and Florida focuses on the benefits of the health care law for Hispanics and features Cristina Saralegui, a popular Spanish-language television personality who endorsed Obama this week. She says in the ad that Obama's health care law guarantees that "the great majority of Hispanics" will have access to doctors and hospitals.
