Conn., Ill. congressmen promote bipartisanship (AP)

HARTFORD, Conn. ? They come from opposite political parties and disagree on some issues, but two members of the U.S. House of Representatives are hoping to show that bipartisanship and civility is still alive in Congress. And they've chosen a district town hall meeting, once ground zero for political discord during the health care overhaul debate, as their proving ground.

Rep. Christopher Murphy, a Democrat from Connecticut, is scheduled to appear at a town hall meeting Sunday in Champaign, Ill., part of the congressional district represented by Republican Rep. Timothy Johnson. In return, Johnson has agreed to appear with Murphy at a similar event in Connecticut later this year.

"I have no idea what to expect on Sunday. People could be throwing things at us or it could be wonderful and civil," Murphy told The Associated Press. "I hope people pay attention to it because people do need to know there is a resistance movement in Congress to the partisanship people see in the news."

Murphy and Johnson are two of the four leaders of the Center Aisle Caucus, a group of representatives formed about seven years ago to help foster camaraderie and cooperation among members of the two political parties. Currently at about 40 to 50 members, the caucus is ramping up its efforts to let Americans know "there are members of Congress who actually want to act like adults, want to interact with each other, and want to stop the bickering," said Johnson.

The U.S. learned this summer when the nation's debt rating was downgraded that political acrimony can have real consequences for the country, said Johnson, who's been in Congress 11 years. Rating agency Standard & Poor's pointed out how "the differences between political parties have proven to be extraordinarily difficult to bridge" in their statement outlining their reasoning for the downgrade.

"That was a specific basis for downgrading our debt, which obviously has dramatic effects on us," Johnson said. "So, at the end of the day, civility has more than just human relations, it has concrete effects and frankly that's what we're trying to convey in this (town hall) meeting."

Downgrades usually lead to higher borrowing costs because investors want more interest if they're taking a bigger risk.

The Center Aisle Caucus is best known for helping to break the tradition of Democrats and Republicans always sitting apart during State of the Union Addresses. The members also meet monthly for informal dinners, where they typically have some politically moderate speakers, such as tech industry executives, former administration officials, academics and former members of Congress. About two months ago, the caucus organized a special night at the National Archives for House members and their families to get to know one another.

The caucus now hopes the bipartisan town hall meeting idea will catch on.

"Our intention is not to create some defined, unified policy agenda because that would scare people off if they thought they were joining a group where they had to agree to a certain set of principles. What we want is for more Republicans and Democrats to create relationships and then allow those relationships to turn into productive activity down the line," said Murphy, who is working on legislation with a GOP member of the group, Rep. Jo Ann Emerson of Missouri, to legalize the importation of prescription drugs from Canada.

Despite polls showing there's a desire among voters for more compromise in Washington, they're not necessarily electing candidates that might be open to cooperation. The moderate to conservative Democrats known as the Blue Dogs saw their numbers decline from 54 to 25 after the 2010 election. Others have announced plans to retire or face tough re-election battles after their congressional district lines are redrawn during redistricting.

Murphy, who's running for the U.S. Senate in 2012, acknowledged that what the caucus is doing "is definitely countercultural." He said some colleagues have resisted joining.

He said one of his conservative Republican friends told Murphy he supported the group's efforts but didn't join because the caucus has the word "center" in its name. The member said Republicans back home would accuse him of being "centrist," moderating his views.

Murphy's office said the 5th District congressman is the only caucus member from Connecticut.

Connecticut Rep. John Larson, chairman of the House Democratic Caucus, applauded Murphy and Johnson for holding the joint town hall meetings with constituents.

"All members of Congress should work together for the American people. It's healthy, good for the country and much-needed," said Larson, who has tried on his own to reach out across the aisle to GOP colleagues. He hosted a Republican Rep. Bill Shuster of Pennsylvania in January to discuss the importance of high-speed rail. Larson was scheduled to visit Shuster's district over the weekend to continue the discussion.

(AP) ? Investigators are ruling out alcohol, drugs and cellphone use as reasons a van driven by a Colorado sheriff's deputy slammed into a cattle trailer along a rural highway under repair, killing him and five foster and adopted children he and his wife had taken into their home.

The crash Thursday morning on U.S. 287 near Kit Carson also injured seven other children, ages 3 to 17, the couple had taken in.

Of those, one was in serious condition Friday, three were upgraded to fair condition, and one who had been wearing a seat belt was released. The other children's conditions weren't released. The driver of the trailer also is out of the hospital.

Cheyenne County sheriff's deputy Howard Mitchell, 57, had been driving the children from Kit Carson to school in Eads, another small farm town. Only 26 feet of skid marks were found at the accident site, Colorado State Patrol Trooper T.A. Ortiz said.

It's not clear what happened before the crash, but authorities have ruled out cellphone use, alcohol or drugs as factors in the collision.

It happened about 20 minutes after sunrise, and weather conditions were clear with no wind gusts along the north-south highway heavily used by tractor-trailers.

"Of course he had 12 kids in the van, and there will probably be some distraction, but nothing we can prove," Ortiz said. "We can only make our best educated guess as to why. The main factor is probably going to be speed."

The speed limit on the highway is 65 mph but was lower in the construction zone. A final report that would state how fast the van was traveling is not expected for weeks.

Colorado's Department of Human Services was also investigating the crash. Spokeswoman Dee Martinez declined to elaborate, other than to say, "Ultimately, foster kids are under our care and we always work to make sure they are safe and secure."

The collision killed Austyn Atkinson, 11; Tony Mitchell, 10; Tayla Mitchell, 10; Andy Dawson, 13; and Jeremy Franks, 17.

Howard Mitchell and his wife, Melody, operated a state-licensed group home for foster kids in Kit Carson, but their children attended school in Eads.

Gerald Keefe, superintendent of the Kit Carson R-1 School District, said the Mitchells began sending their children to Eads after the Kit Carson school board declined in 2007 to support the Mitchells' application for a group home.

Keefe said group homes can accept children who have had trouble with the law. The Kit Carson board declined to support the application after residents said it would place a strain on the town's 115-student district.

Glenn Smith, superintendent of Eads School District RE-1, said the Mitchells sent their foster and adopted children to the Eads school because they seemed to thrive there. He and Eads High School principal Betsy Bennett said the Mitchells were dedicated to making their children "developing citizens."

Friends were saddened and perplexed about the accident.

"He's a sheriff's deputy and he's an excellent driver," Gary Longwell, a cook at the Trading Post restaurant next to the group home operated by the Mitchells, said of Howard Mitchell. Longwell said Jeremy Franks and two of the injured children worked at the Trading Post.

In Eads, Smith and Bennett described Andy as full of life, always with a smile on his face. Andy was a big University of Oklahoma fan who dreamed of going to school there.

Tony and Tayla Mitchell, Smith said, were full of energy, hugs and smiles. Both were fourth-graders who had been adopted by the Mitchells. Andy Dawson was being adopted, Smith said.

Austyn Atkinson liked middle school and played on the football, basketball, wrestling and track teams.

Jeremy Franks was a sophomore and a football player at Eads' 60-student high school. Smith and Bennett recalled him as a bit ornery and someone with a smirk on his face who always tried to push the limits.

But last month, when a teammate's mother died, Jeremy worked with teachers and staff to design a school card to express condolences.

"It warmed my heart that he would think of another student that he doesn't really know that well. But he knew that it was a hurtful time for the whole community and he wanted to do something about it," Bennett said.

"It was a turning point for him ? when he felt like he was a part of our community and our school."

Eads Mayor Cardon Berry said the town was ready to tend to the children still hospitalized.

"They'll be back and they'll need help and we will help in any way we can," Berry said. "That's just the way it works."

Gap closing stores in US

(AP) ? Gap Inc. plans to close stores in the U.S., while expanding in China.

The struggling retailer, which runs the Gap, Old Navy and Banana Republic chains, detailed plans on Thursday to close 189 locations, or 21 percent of its namesake Gap stores in the U.S., by the end of 2013. At the same time, the largest U.S. clothing chain said it plans to triple the number of Gap stores in China from about 15 by the end of the year to roughly 45 by the end of next year.

The moves are related to the company's previously stated goal of reducing its overall square footage in the U.S. by 10 percent from 2007 to the end of 2013, while roughly doubling revenue from outside of the U.S. to 30 percent by the end of the same year.

"The combination of our global strategy and formidable growth platform puts us in a strong position to expand our reach into the top 10 apparel markets worldwide," said Glenn Murphy, Gap's CEO, in a statement. "In North America, we're taking a number of steps to improve sales in the near-term, and I'm confident that with a strong management team in place, we're well positioned for sustained growth across the business."

Like many U.S. companies of all stripes, Gap has been looking overseas for growth as Americans continue to cut back on spending during the down economy in the U.S. But even before the U.S. economy took a turn for the worse, Gap lost its fashion edge. Its sales in the U.S. have eroded considerably since it drove America's love of khakis and all things business casual in the 1990s because of growing competition from specialty retailers like Abercrombie & Fitch and cheap chic merchants like H&M.

In the second quarter, Gap's overall revenue at stores opened at least a year ? a measure of a retailer's health ? fell 2 percent during the quarter. At Gap's namesake brand in North America, which has posted an annual revenue drop for the last six years, revenue for the quarter was down 3 percent. Banana Republic, which focuses on dressy casual for work, posted a 2 percent decline. North American revenue at Old Navy, which sells low-priced clothing, was flat.

The company, based in San Francisco, has been trying to shore up its business, including shaking up senior management by bringing in a new brand president, chief marketing officer, Gap design director and ad agency. Gap also established a Global Creative Center and consolidated its marketing in New York.

To improve profitability, it has closed or reduced the size of stores over the past few years. And in 2008, it announced plans to reduce overall square footage in the U.S by primarily focusing on cutting the number of Gap stores. But the company never gave details on how many stores that it planned to close.

On Thursday, Gap officials offered more details to analysts gathered in New York for its annual meeting. The company said that it plans to have closed 34 percent of its namesake Gap stores between 2007 and the end of 2013, not including Gap Outlet locations. After the reduction, it will have 700 Gap stores left by the end of 2013, down from 1056 in 2007.

"Over the next 26 months, we'll look store by store at our specialty fleet and determine which stores meet the standards we've set for our brand," said Art Peck, president of Gap North America, who took over the helm of the brand in February. "This is a continuation of our work since 2007."

The company also said it plans to keep the same number of Old Navy stores in North America, but it's cutting down the size of each store. Old Navy had decreased its square footage by 8 percent to 18.5 million since 2007. The company plans to add 50 new Gap Outlet stores by the same period, which will leave 250 stores by the end of 2013.

Gap said on Thursday that it's testing new merchandising ideas and marketing to get shoppers excited. Gap Kids has collaborated with designer Diane von Furstenberg to design a children's line to be shipped to stores next spring.

Overseas, the company said its first Gap flagship in Hong Kong will be opening in a few weeks, as is the first Banana Republic store in Paris later this year. The company also plans to expand Old Navy outside of North America to Japan within the next 18 months.

On the news, Gap's shares rose 11 cents, to $17.96 per share.

Europe eyes bigger Greek losses for banks (Reuters)

BRUSSELS/ATHENS (Reuters) ? Euro zone countries will ask banks to accept losses of up to 50 percent on their holdings of Greek debt, officials said on Wednesday, as part of a grand plan to avert a disorderly default and try to end a crisis that threatens the world economy.

Ahead of a make-or-break summit of European leaders on October 23 at which a comprehensive new Franco-German crisis plan is expected to be discussed, four euro zone officials told Reuters that a "haircut" of between 30 and 50 percent for Greece's private creditors was under consideration.

That is far more than the 21 percent loss they had asked banks, pension funds and other financial institutions to accept in July as part of a second rescue package for Athens.

Since then, the Greek economy has sunk deeper into recession, fanning fears of an outright default and forcing euro zone leaders to consider more radical action to stem their crisis.

To restore confidence in the banking system, they are also working on plans to shore up the balance sheets of banks through recapitalizations.

European Commission President Jose Manuel Barroso said on Wednesday that the bloc should take a fully coordinated approach to this and only use the bloc's rescue fund, the European Financial Stability Facility (EFSF), as a last resort -- a key demand by Europe's biggest economy Germany.

He also called for a permanent fund to replace the EFSF from the middle of next year instead of in 2013.

Greece's debt mountain is forecast to climb to 357 billion euros this year, or 162 percent of its annual economic output. So far, euro zone governments have failed so far to come up with a convincing plan for how to cope with it.

"We are negotiating in every way to lighten this debt," Greek Prime Minister George Papandreou told a cabinet meeting on Wednesday.

A euro zone official told Reuters the final level for private sector participation had not been set and it was unclear as yet how banks would react to the new demands.

"A voluntary participation is the target, for now at least, and many feel strongly that we must avoid any risk of a full default," the official said, requesting anonymity.

POLITICAL TURMOIL

Two years into a crisis that leaders have warned could plunge western economies back into recession, the 17-nation currency zone is struggling to deliver the "big bang" crisis solution that foreign governments, economists and investors say is needed to stop the rot.

Complicating their task is political turmoil in some member states. Italy is braced for a confidence vote in Silvio Berlusconi's government and Slovak leaders scrambled on Wednesday to secure approval for a stronger EFSF.

The European Union's top economic official said in Dublin that the currency bloc was in a "very dangerous situation" and pressed governments to take strong action at their summit, which was pushed back a week to give leaders time to come up with a new strategy for Greece and their ailing banks.

Inspectors from Europe and the International Monetary Fund gave a green light on Tuesday for Greece to receive an aid payment needed to avert default.

New data on Wednesday showed the country's budget deficit widening. And Greek tax inspectors vowed to strike next week in protest at wage and pension cuts. Much of the country is expected to be shut down by a general strike on October 19.

Despite the turmoil, markets have welcomed a promise by German Chancellor Angela Merkel and French President Nicolas Sarkozy to come up with a "comprehensive plan" for resolving the crisis by the end of this month. The euro pushed up to its top level against the dollar nearly a month on Wednesday.

Sources gave said the two countries still have a long way to go to agree the details of a deal. But in a sign that France might be moving closer toward accepting Germany's position on bank recapitalization, budget minister Valerie Pecresse said France would use public money for this if needed and will not fall back on the EFSF.

Even so, investors worry that political leaders will disappoint markets again at the European and G20 summits.

"If they deliver what they normally deliver, which is well below expectations, then risk assets will sell off and the euro will come under pressure once again," Graham Neilson, chief investment strategist at credit hedge fund firm Cairn Capital, told Reuters.

DEEP CONCERN

Italy's President Giorgio Napolitano, in an unusually blunt statement, expressed deep concern on Wednesday about the ability of Prime Minister Silvio Berlusconi's government to deliver on promised economic reforms.

The Italian leader, who came under renewed pressure to step down last week after suggesting his party rename itself with a vulgar slang term for female genitalia, suffered another embarrassment late on Tuesday when he failed to pass a key budget provision.

Berlusconi planned to address parliament on Thursday, with a confidence vote likely the following day.

"We could have a government crisis at any time and even head toward early elections," Massimo Franco, political commentator for the Corriere della Sera newspaper wrote.

Markets were also looking nervously toward Slovakia, a country of just 5.4 million people -- less then 2 percent of the euro bloc's population -- which is holding up approval of the new powers that governments agreed in July for their rescue fund to buy bonds and recapitalize banks.

Prime Minister Iveta Radicova's government collapsed on Tuesday after lawmakers rejected a plan to bolster the 440 billion euro ($600 billion) EFSF.

After talks on Wednesday with the opposition, however, the outgoing government appeared to have clinched a deal to ensure EFSF ratification by the end of the week and hold an election in March.

The euro crisis has stoked new fears about global growth only three years after the bankruptcy of U.S. investment bank Lehman Brothers unleashed a financial meltdown that plunged the world into recession.

Alcoa, the largest U.S. aluminum producer, said recession fears were knocking prices for the metal lower.

"It almost looks like the world is worrying itself into another recession and that should not be allowed to happen," the company's CEO Klaus Kleinfeld said.

CARACAS, Venezuela ? A prominent opponent of President Hugo Chavez launched his campaign for Venezuela's presidency on Wednesday, promising a more business-friendly approach than the socialist policies of the country's leader.

Addressing thousands of supporters in a Caracas stadium, Miranda state Gov. Henrique Capriles vowed to usher in an era of prosperity for Venezuela under the slogan: "There's a road to the future."

Venezuela's presidential election is scheduled for Oct. 7, 2012, and the previously fragmented opposition will hold a primary to choose a single candidate to challenge Chavez.

Capriles, an athletic 39-year-old with a charismatic personality, is among the top contenders heading into the Feb. 12 primary. He is a soft-spoken politician who tries to avoid confrontation and describes his politics as middle of the road ? approaches that sharply contrast with Chavez's combative style and socialist vision.

"Power is for seeking solutions to the people's problems, not creating conflict," said Capriles, accusing Chavez and his allies of dividing the South American country's citizens.

"We must follow the road toward unity," Capriles added.

Supporters chanted: "See it! Feel it! Capriles for president!"

Capriles has gained a reputation as a capable administrator in Miranda, which is the country's second-most populous state and includes parts of Caracas and largely impoverished towns in the surrounding hills.

Capriles served as mayor of the capital's mostly middle-class district of Baruta before he was elected governor in 2008, defeating a close ally of Chavez. He is also a former congressman.
