Multiple card issuers are offering victims of Superstorm Sandy credit line increases.

NEW YORK (CNNMoney) ? In the wake of Superstorm Sandy, banks are offering short-term loans and emergency credit limit increases to many East coast residents. But before jumping on one of these offers, make sure you know what you?re getting into.

Citi (C, Fortune 500), Wells Fargo (WFC, Fortune 500), Bank of America (BAC, Fortune 500), Chase (JPM, Fortune 500) and American Express (AXP, Fortune 500) have been sending out e-mails and posting alerts on their websites, notifying credit card customers that they may qualify for special credit offers if they were impacted by the storm. And in certain cases, banks are being a little more lenient with their lending standards.

Citi is offering emergency credit line increases to its customers. If a Citi customer isn?t initially approved under the standard screening process, the bank will re-evaluate their account history to take into consideration ?storm-related consequences that may be out of the customer?s control,? a Citi spokeswoman said. And it will become the customer?s new credit limit going forward.

Bank of America customers will need to be creditworthy to qualify for a credit line hike, but each case will be determined on an individual basis, taking into consideration the storm?s impact. The new limit will also become permanent.

Meanwhile, Chase said some customers in affected areas can get credit line extensions even if they wouldn?t normally qualify, but the limit would revert to its previous level once they recovered from the storm.

Taking advantage of a credit limit increase isn?t a bad idea as long as you have a low interest rate and no cheaper options, said Odysseas Papadimitriou, CEO of credit card comparison site CardHub.com. But if your rate is high, the interest can really pile up. Instead, it may make better sense to apply for a new card with a promotional offer like a 0% interest rate for a certain period of time ? which are common heading into the holidays.

In addition to credit line increases, Wells Fargo is offering short-term loans to its customers. Its Direct Deposit Advance is advertised as a way to cover emergency expenses and costs $7.50 for every $100 borrowed.

However, short-term loans are rarely a good idea, said Papadimitriou. Likened to ?payday loans? by consumer groups, they carry steep fees that borrowers often can?t afford to pay back by the time the loan is due ? a date that typically coincides with their next paycheck.

When calculated over the average term of 10 days, APRs on these short-term loans typically run in the triple digits. The fee on Wells Fargo?s advance is lower than most, but its APR would still amount to a high 270% for a 10-day loan period.

?Even [getting a credit limit increase on] the highest credit card APR out there ? in the 40% or 50% range ? is going to be more attractive than a payday-type loan,? said CardRatings.com founder Curtis Arnold.

While both options may sound tempting if your house or car has just been flooded and you can barely pay the bills, remember to check with your insurance company to figure out what is covered first. And, of course, tap into any funds available from national or state disaster relief agencies, said Papadimitriou.

The Federal Emergency Management Agency (known as FEMA), for example, will often cover rental payments for temporary housing when a storm victim?s home isn?t available. Grants are also available for home repairs and to replace household items that were destroyed. Other disaster-related expenses like medical, dental, funeral or transportation services, may also be covered by FEMA. To apply for assistance, go to DisasterAssistance.gov. You can apply by smartphone at m.fema.gov or call 1-800-621-3362.

Meanwhile, the Small Business Administration offers disaster loans of up to $200,000 with interest rates as low as 1.7% to homeowners needing to repair or replace homes damaged or destroyed by the storm. Loans up to $40,000 are available for homeowners or renters to repair or replace personal property that was damaged.

Mexican president wants to change his country's name ... to Mexico

MEXICO CITY (Reuters) - Mexican President Felipe Calderon has one non-urgent item pending on his agenda in the dying days of his presidency - he wants to change his country's name.

Calderon sent a bill to Congress on Thursday to change the constitution to tweak his nation's official name from Estados Unidos Mexicanos, or United States of Mexico, to plain old Mexico - as the country is already known the world over.

Mexico was given its name of Estados Unidos Mexicanos in the 19th century, when the country's post-revolutionary founders harked to the United States of America as an example of democracy and freedom to follow.

"The name of our country no longer needs to emulate that of other nations," Calderon said. "Forgive me for the expression, but Mexico's name is Mexico."

The country's name is derived from the nomadic Mexica tribe that in 1325 settled present-day Mexico City, which later grew into the imperial Aztec capital before succumbing to Spanish conquerors two centuries later.

Calderon staked his presidency on the much larger issue of fighting the country's drug cartels, and about 60,000 people have died in drug violence during his term. The bloodshed hurt his National Action Party's candidate in a presidential election in July.

He hands Mexico's reins to president-elect Enrique Pena Nieto of the Institutional Revolutionary Party on December 1.?

Palestinians to respect truce if Israel does: Meshaal

CAIRO (Reuters) - The exiled leader of Hamas said on Wednesday if Israel complied with a ceasefire in the Gaza conflict, Palestinians would do the same but his fighters' "hands were on the trigger" should there be any violations.

Khaled Meshaal said the Palestinians had emerged from the eight-day war victorious, arguing that Israel had lost and the conflict was proof that armed "resistance" was the way forward for the Palestinians.

Earlier, Israeli Prime Minister Benjamin Netanyahu told U.S. President Barack Obama he was ready to give the ceasefire a chance, but "more forceful action" might be needed if it failed, according to a statement from his office.

"If Israel complies, we are compliant," Meshaal told a news conference in Cairo. "If it does not comply, our hands are on the trigger."

The ceasefire mediated by Egypt brought an end to a conflict that killed more than 140 Palestinians and five Israelis.

Meshaal said the agreement required Israel to open crossings with Gaza, disputing what he described as Israeli assertions to the contrary.

"The document stipulates the opening of the crossings, all the crossings, and not just Rafah," Meshaal said.

That had been one of Meshaal's conditions for a truce. Israel controls all of Gaza's frontiers apart from Rafah, which is on the border with Egypt.

Israeli restrictions on what goes in and out of the Gaza Strip were tightened after Hamas seized control of the territory in 2007, choking economic life and making it harder for Palestinians there to visit relatives in the West Bank.

Under terms of the brokered deal, the issue would be "dealt with after 24 hours from the start of the ceasefire". Israeli sources earlier said Israel would not lift the blockade.

Meshaal thanked Egypt for the role it had played as mediator. He singled out President Mohamed Mursi, the Islamist Egyptian head of state elected in June, for particular praise.

Mursi was propelled to power by the Muslim Brotherhood, an Islamist group that is ideologically aligned with Hamas and which was banned under Hosni Mubarak, the autocrat toppled from power in a mass uprising in 2011. Meshaal also thanked Shi'ite Iran for what he described as arms and funding.

The United States, Meshaal said, had played a "fundamental role" by asking Arab states and Egypt to work for a ceasefire.

U.S. Secretary of State Hillary Clinton's presence alongside Egypt's foreign minister when the ceasefire was announced made Washington a witness to the agreement, he said, describing that as a first.

Meshaal said Israel had suffered a defeat.

"We have come out of this battle with our heads up high," he said. "They failed in their adventure. The magic turned against the magician."

There?s the story of a fellow on a first date who can?t stop talking about himself ? what he?s done, what he likes and doesn?t like. Finally, he stops and says, ?So, what do you think about me??

That kind of self-absorption does not lead to happiness. Mary Baker Eddy, the founder of the Monitor, wrote that happiness by its very nature requires real sharing: ?Happiness is spiritual, born of Truth and Love. It is unselfish; therefore it cannot exist alone, but requires all mankind to share it? (?Science and Health with Key to the Scriptures,? p. 57).

And what about other spiritual qualities ? do they require sharing? Joy, love, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control ? the spiritual qualities recommended in the New Testament (Galatians 5:22, 23, Amplified Bible) ? are qualities that cry out for real interactions with others. When we find concrete ways of sharing these qualities, we experience the presence and power of Love (a biblical name for God), which they embody.

We?ve all seen how catastrophe can bring out extraordinary kindness in strangers, even heroic goodness, as people share what they have. I had a chance to see how everyday sharing of resources and services brings valuable blessings to everyone involved.

Our family was moving across country. We had very young children and didn?t want to spend days driving over the mountains and through the desert to our new home, so we decided to have someone drive our car while our family flew there.

We couldn?t afford to pay someone to drive our car, but we thought someone would want to use it for transportation. We advertised, but nobody responded. Day followed day until it was almost time to leave.

That?s when I sat down to pray. I stepped back from our situation to recognize that Love?s universe was a much bigger picture with more parts working together than I could imagine. I realized that all these parts, all these individual interests, were under Love?s control and were operating in harmony. I thought about the phenomenon that Eddy observed: ?In the scientific relation of God to man, we find that whatever blesses one blesses all ... Spirit, not matter, being the source of supply? (Science and Health, p. 206).

It wasn?t up to me to figure out just how it would work, or who would complete the picture. But I could affirm that Spirit (another biblical name for God) was providing the intelligence that would activate the blessings we were expecting.

That?s when we got the call from a guy who apologized at first for calling, because our listing that he?d just come across had been around so long that he was sure we?d already found someone to drive our car out.

We got only that one call, but that was the only one we needed. Our driver was ready to go ? he had just needed some way to travel. It wasn?t long afterward that we met the car and driver in our new hometown. As is so often the case when we are depending on Spirit?s supply, the blessings were shared.
